Professor Alain Supio, College de France, in RIAS Sholokhov University: "NEW LAW FEUDALIZATION"

May 28, 2015 at 14.00 pm in Sholokhov University ("Ryazanka" campus) there was delivered an open lecture "New feudalization law" by Dr. Alain Supio, head of the department "Social State and Globalization: the legal analysis of solidarity," Professor of one of the leading universities in France "College de France" in Paris.
The lecture was delivered in French in the framework of the interdisciplinary seminar of the Russian Institute for Advanced Study in Humanities and Technology (RIAS) Sholokhov University. The seminar was moderated by Professor R.I. Zhdanov and Professor V.L. Shapovalov.
The organizers of the lecture were Rossotrudnichestvo Delegation Office in France - Russian Centre of Science and Culture in Paris, Sholokhov Moscow State University for the Humanities, "College de France", the Russian Institute for Advanced Study in Humanities and Technology (RIAS). The visit of Mr. Supio to Russia took place under the auspices of the Franco-Russian Center for Research and the French Embassy in Moscow.
Professor A. Supio began his lecture with a historical overview of the phenomenon of feudalization, which has its roots in medieval England and ancient China. Based on the works of ancient Chinese philosophers, he singled out two historical principles of the formation of the legal system, "the supremacy of law» (le gouvermenent par les loi) and "the supremacy of the people» (le gouvernement par les homes). To which he added another modern principle of "the supremacy of numbers »(le gouvernement par les nombres). Having outlined the basic concepts, the lecturer went on to identifying the traits of the feudal system in the modern society by the example of the functioning of the World Trade Organization, the European Union, the International Monetary Fund, which play the parts of "overlords" in the new law feudalization, they build up their vassal subordination schemes by making agreements on assistance and support to the states in need. Dr. Alain Supio also turned his attention to modern mechanisms of "assignment for temporary use", namely intellectual property rights, rent of government posts and the principle of temporary transfer of some functions in large companies. He considered the legal controversies in the legislation which establish responsibility for damage and malfunction. By the example of the economic activity of French banks, he demonstrated how the officials of the US judiciary can influence them and determine the compliance of the economic sanctions of the US Government transnational corporations under threat of billions of dollars fines. At the end of the lecture the Professor stressed that the manifestation of traits of feudalism in the current legal system does not probably mean a return to the Middle Ages. Also, taking into account the cyclical nature of historical development, it helps to deeper comprehend the trends of globalization and the evolution of the law in the modern world. Professor A. Supio gave detailed answers to a host of questions raised by the audience after his brilliant lecture. The questions concerned the relations between Russia and France, the helicopter-carriers "Mistral", the degree of dependence of France and the European Union from the United States, the scandal about the Federation Internationale de Football Association FIFA, and, most importantly, the ways to develop cooperation between Russia and France. In conclusion, Academic Cooperation Attaché of the French Embassy spoke in detail about the possibilities of studying in France for Russian students.
